Background:

Planit Main Street, Inc. was chosen by the Fallsburg Town Board to prepare the Town's new Comprehensive Plan and to evaluate possible revisions to Town Zoning Code in order to guide future growth. The Comprehensive Plan was last revised in the Year 2000 and was an update of the original 1965 Comprehensive Plan.

Planit Main Street, Inc. prepared a completely new Comprehensive Plan for the Town of Fallsburg in 2006.  The new Plan was adopted by the Fallsburg Town Board on October 10, 2006.   The Plan lays out a framework for preserving the rural character of the Town while encouraging reinvestment within the its hamlet centers.  The Plan also includes a strong focus on natural resource protection including the protection of the Neversink River through the creation of a Linear Park to link the Neversink Unique Area to the Catskills Park.   The Plan also includes a number of recommendations with respect to the Town's Zoning Code.  Presently, Planit Main Street, Inc. is working with the Town on the revision of its Zoning Code and Zoning Map.   The final draft of the Zoning Code was completed on March 16, 2007.  The Town Board will hold a public hearing on the Zoning Code revisions on March 27, 2007 at the Town of Fallsburg Town Hall in South Fallsburg, New York.

The Process:

The Town appointed an nine-member Comprehensive Plan Committee to work with Planit Main Street, Inc. in the development of the Fallsburg Comprehensive Plan. Public workshops including a Community Character Survey™ by Planit Main Street, Inc. were held in March.  The Fallsburg Comprehensive Plan Committee met on the second and forth Monday of every Month at Town Hall in South Fallsburg during the process of completing the Comprehensive Plan. The draft Comprehensive Plan was completed in August.   Following the public comment period minor revisions were made to the Comprehensive Plan and the Committee forwarded it to the Town Board for adoption.  The Final Plan was adopted unanimously by the Fallsburg Town Board on October 10, 2006.  

 

What Is A Comprehensive Plan?

  • Expression of a community's goals for the future and recommendations for achieving those goals.
  • Outline for orderly growth, providing continued guidance for decision-making.
  • Document which focuses on immediate and long-range protection, enhancement, growth and development

Why Is A New Comprehensive Plan Needed?

  • All land use regulations (i.e. zoning, design guidelines, subdivision regulations) must be in accordance with a Comprehensive Plan.

What Is The Relationship Between The Comprehensive Plan And Zoning?

  • The Comprehensive Plan establishes the objectives that the community wants to achieve.
  • The Zoning Law sets forth the regulations designed to achieve the objectives of the Comprehensive Plan.
